Context
A large-scale development initiative funded by the United States government and implemented in collaboration with the Government of Indonesia aimed to accelerate poverty reduction through economic growth. Spanning multiple sectors and involving national and sub-national stakeholders, the program required strong coordination and alignment to ensure effective delivery and long-term sustainability.
Challenges
The initiative operated within a highly complex stakeholder environment—ranging from central ministries and local governments to civil society and beneficiaries—each with different priorities and expectations. Existing communication practices were fragmented, while stakeholder engagement lacked structure and consistency. Without a clear framework, there was a risk of misalignment that could hinder implementation and limit long-term adoption of program outcomes.
Our Approach
Kiroyan Partners conducted a comprehensive review of program documents alongside primary research involving in-depth interviews with key stakeholders across government, implementing partners, and beneficiaries. This enabled a rigorous stakeholder mapping and prioritization process, capturing both influence and perception dynamics. Building on these insights, we developed an integrated communication strategy, communication plan, and stakeholder engagement plan—designed to align messaging, clarify roles, and guide engagement across multiple program streams and geographies.
Impact
Within four months, the client obtained a fully integrated set of strategic documents that became the foundation for program execution. The framework enabled more coordinated stakeholder engagement, improved communication consistency, and strengthened alignment across institutions. Importantly, the recommendations were adopted into implementation and bidding processes, supporting broader acceptance and sustainability of the program outcomes.
